Following the conclusion of a public consultation in May 2025, the UK government has confirmed that mandatory B2B and B2G e-invoicing will begin on April 1, 2029. The UK will adopt a decentralised four-corner model similar to Peppol, with further consultations planned for real-time reporting in the future.

Key Outcomes from the UK's E-Invoicing Consultation

April 2029 Mandate for B2B & B2G:

The mandate requires all VAT-registered businesses to issue and receive structured electronic invoices for B2B and B2G transactions starting April 1, 2029.

Decentralised Four-Corner System:

The UK will use a decentralised four-corner model, leveraging third-party software providers instead of a central government system. This aligns the UK with global standards such as Peppol.

Real-Time Reporting Deferred:

Real-time reporting (RTR) to HMRC will not be introduced in 2029. It will be consulted on and implemented separately to avoid disruption during the initial e-invoicing rollout.

Collaborative Technical Roadmap:

Stakeholder engagement begins January 2026, followed by a full technical roadmap release in November 2026 during the Budget. Testing and pilot phases are set for 2027–2028.

Benefits and Strategic Intent:

The reform aims to reduce late payments, increase productivity, modernize tax administration, and improve invoice data reliability across UK supply chains.
